First off, I love the new design, its cute - not that old finichi wasn't but... - also detail is higher than on some of your other works which is a plus.
On the other hand, the lack of shades makes the lower half a bit... sketchy, and the goggle strap seems a bit off. But aside from those two minor things its absolutely wonderful.
So to conclude - also cause I needed 20 more words - I really like your new OC, and I hope that you do more work in developing them.

The first thing I will mention is the design. This is a beautiful, unique and well thought out design, the goggles are a great addition, it has made it more than a simple design with simple colours. The different tones of blue and the white make it easy on the eyes, I gave you 4.5 stars for the originality because of this.
I would have given you somewhere around 3-3.5 stars, just because of the sideways head-shot, which is used frequently in drawings, but because of the original character design, it has brought the originality up.
I will next comment on the anatomy. It hates us all. For the next time you do something like this, I would make the shoulder more round at the top, instead of pointy, you could also bring it out a bit, so it has the neck curving out into the shoulder, but if this is your design, carry on like this.
The muzzle and the other face proportions are correct in my opinion, the eyes and the ears aren't too big, which I have seen in drawings from other artists.
